A unique-terminal-count estimation device (10) is provided with an extraction unit (12) and a unique-terminal-count estimation unit (15). On the basis of location data each containing identifying information that identifies a terminal, location information concerning the location of said terminal, and acquisition-time information indicating the time at which the location information was acquired, said acquisition times all falling within an observation period or an extended period that consists of the observation period extended a prescribed amount, the extraction unit extracts either: terminals estimated to have been in an observation area for at least part of the observation period; or one location datum generated by each such terminal during the observation period or the extended period. On the basis of the number of location data or terminals extracted, the unique-terminal-count estimation unit estimates the number of unique terminals that were in the observation area during the observation period.
