Provided is an urgency estimation technique for estimating the urgency of a speaker on the basis of freely spoken speech without requiring specific words. The present invention comprises: a feature amount extraction unit for extracting feature amounts of the speech from the spoken speech; and an urgency estimation unit for estimating the urgency of a speaker in the spoken speech from the feature amounts on the basis of a predetermined relationship between the feature amounts extracted from the spoken speech and the urgency of the speaker in the spoken speech, wherein the feature amounts include at least one feature among a feature indicating the speed of the spoken speech, a feature indicating the voice tone of the spoken speech, and a feature indicating the magnitude of the power of the spoken speech.
