Abstract:
The purpose of the present invention is to provide a wireless communication system, a wireless communication method, and a program whereby a wireless terminal can make and receive calls even if there is congestion. A wireless communication system according to the present disclosure comprises a base station, a management device, and a wireless terminal. The base station comprises: a determination unit that determines the existence of a congested state if the number of wireless terminals which have received a position registration request exceeds a prescribed number within a prescribed time; and a notification unit that transmits a congestion occurrence notification to the wireless terminals and the management device if the determination unit has determined that a congested state exists. Each wireless terminal comprises a stop unit that, upon receiving a congestion occurrence notification, stops a position registration request and sets the wireless terminal to an in-zone state setting which allows calls to be made and received.
