To receive luggage, using a vehicle upon going out.SOLUTION: A vehicle number plate recognition unit 103 is configured to recognize a vehicle number plate of a vehicle in which the vehicle is detected to have been parked in a parking space. A delivery presence/absence determination unit 104 is configured to determine whether there is a delivery that uses a passenger of the vehicle of the recognized vehicle number plate as a recipient and uses the parking lot. A parking lot identification information notification unit 105 is configured to notify a delivery person of delivery information indicative of the vehicle plate number registered for a delivery using the parking lot together with identification information on the parking lot in which the vehicle of the vehicle plate number is parked. A delivery person identification unit 202 is configured to identify a delivery person in charge of delivering luggage to the vehicle parked in the parking lot on the basis of the notified information.
