To recommend an appropriate doctor according to a symptom or a request of a patient.SOLUTION: A respondent selection part 34 selects N (N is an integral value less than M) doctors among M (M is an integral value equal to larger than 1) doctors based on a request or a situation of a patient itself or a person related to the patient and information on the M doctors as a respondent. A patient information provision part 35 provides information on the patient necessary for responding of the N doctors as patient information to each of the N doctors. A response information acquisition part 36 acquires response information indicating a response from each of the N doctors.
