To excellently purify hydrocarbon (HC) even in a low temperature at such as cold start.
In this exhaust emission control device, a HC retaining purification catalyst 24 including a HC retaining agent 32 and a catalyst component 33 is arranged on an exhaust passage of the internal combustion engine. The HC retaining agent retains HC in an inflow exhaust gas when a temperature of the HC retaining agent is lower than a leaving starting temperature. When the temperature of the HC retaining agent is higher than the leaving starting temperature, the HC retaining agent releases the retained HC. The catalyst component 33 purifies the HC released from the HC retaining agent when the temperature is higher than a specific temperature. This exhaust emission control device comprises a temperature raising means for controlling temperature rising for increasing temperature of the HC retaining purification catalyst. At cold start, the temperature of the HC retaining purification catalyst is increased by the temperature raising means, and when the temperature of the HC retaining agent is higher than the release starting temperature, the temperature raising control is stopped.
