To transmit a blur-free moving image to a communication party, and particularly, to display the figure of a user at the center at all times, for example, of the screen of a monitor for the communication party, when using a cellular telephone terminal with an image communication function as a video-phone.

A camera section 14 is provided with the imaging device having the number of effective pixels higher than the number of transmission pixels in transmitting moving image data. In transmitting the moving image data, an image processor 15 detects the shaking direction and its degree of object image in the entire effective pixel range of the imaging device on the frame-time basis. A transmission image region, segmented from the entire effective pixel range of the image pickup device, is shifted in matching with the detected direction and degree. The moving image data, consisting of the image in the transmission image region obtained on an each frame basis, are transmitted.
