To secure the quantity of steam supplied to a steam reforming reaction by quickly changing the quantity of the steam supplied to the steam reforming reaction.
A fuel cell system 20 is equipped with a reformer 30 equipped with a reforming catalyst for causing a steam reforming reaction to proceed to generate hydrogen from a reformed fuel and steam. The reformer 30 is characterized as follows: to the reformer 30, a reformed fuel is supplied with a pump 34, and also a steam- and oxygen-containing cathode offgas is supplied; when the quantity of a reformed fuel supplied to the reformer 30 increases and fluctuates, a hydrogen-containing anode offgas can be supplied; and when hydrogen is further supplied to the reformer 30 while the steam reforming reaction proceeds in the reformer 30, steam is generated by the oxidation of hydrogen.
