An operation state detection part 102 calculates operation state information of electronic equipment 200 from power consumption information of the electronic equipment 200 for a set period. A low power consumption mode new setting information calculation part 103 calculates a transition frequency from a standby state to an operation state for each set control section from the operation state information, calculates a convenience value for each control section by mapping the transition frequency with a monotonically decreasing function, distributes an electricity consumption reduction target value to each control section to be larger as the convenience value is larger, and calculates low power consumption mode new setting information considering the user's convenience of the electronic equipment 200. A low power consumption mode setting information calculation part 104 calculates low power consumption mode setting information from the low power consumption mode new setting information, low power consumption mode initial setting information, and low consumption power mode current setting information, and applies it as new low power consumption mode current setting information.
