PROBLEM TO BE SOLVED: To provide a cooling control device capable of controlling a controlled part of a cooling device by individual control means even in a case where reception abnormality occurs, and provide a control method of the cooling device, and a cooling system.SOLUTION: Individual control means 4 is configured to, when any of high-order and lower-order reception abnormality does not occur, control a controlled part 6 based on a normal regulation signal SG1, and when at least one of the high-order and lower-order reception abnormality occurs, control the controlled part 6 based on control storage information, to thereby enable the controlled part 6 to be controlled even in a case where reception abnormality occurs.SELECTED DRAWING: Figure 5
