To set a communication pathway for each user.SOLUTION: A communication pathway setting device 2 includes an address specification part 221 for specifying an address of a user terminal 4 used by each of multiple users, a priority specification part 222 for specifying the priority of communication of multiple users, respectively, a quality measurement section 223 for measuring communication quality of multiple communication pathways, respectively, a path selection section 224 for selecting a communication pathway of communication where the address of the user terminal 4 used by each of multiple users is a transmission source or a transmission destination, on the basis of the measured communication quality and the specified priority, and a route update section 225 for updating the routing information of communication devices constituting multiple communication pathways, respectively, on the basis of the communication pathway, when a communication pathway is selected by the path selection section 224.SELECTED DRAWING: Figure 3
