This system is structured of a device and system applying agent technology in order to solve an above problem, and realizes both of optimization of an indoor warmer environment and minimization of the energy consumption by an autonomous control function included in the agent device, a logical group function and hierarchical function, a data collection function from the agent device included in the management manager device, a function for collectively managing and controlling the agent device, a function for warmer environment calculation and energy optimization calculation, and a control function of an air conditioning facility based on obtained calculation results.
