PURPOSE: To give resident services even at the closing time of business by automatically performing the confirmation of a resident and the publication of an indicated certificate by the direct operation of the resident and performing the receiving processing of cash in addition thereto.

CONSTITUTION: The resident card inputted from a resident card input part 1 is sent to a card judging part 41 to judge the justice of the card and the selection indication of the certificate inputted by a certificate selection input part 2 is performed by a certificate selection judging part 42 and the amount of the cash inputted from a cash input part 3 is judged by a cash judging part 43 and change is returned if necessary. When all of the judgement results are adequate, a publication indicating message is delivered to a message receiving part 6 from a publishing machine control part 4 through a circuit part 5. The message receiving part extracts resident data from a host resident data accumulation part 7 according to the indication and the extracted resident data is delivered to an output editing part 44 by a host resident data transmitting part 8 through the circuit part 5. The certificate edited in the output editing part 44 is outputted from a certificate output part 9.
