To solve the problem in a conventional ATM charge billing system wherein an owner of a retail distribution business store can increase an ATM charge to be received by intentionally making many transactions with his or her own account in a financial institution managing an ATM or other financial institution to increase the total number of transactions in a counting center.
The counting center is provided with a transaction information database and an exclusion account database. When storing transaction information in the transaction information database, it is compared with an account number stored in the exclusion account database, and ineligible transactions are excluded from charged transactions on the basis of the number of transactions between the ATM and the relevant institution and the number of transactions between the ATM and other financial institution.
