A flat guard part which is formed as high as or higher than a tip of a tooth is provided on both sides of the band part, a tooth locking piece is provided on one side of a through hole, and an evacuation part to store the band part is provided on the other side of the through hole. The band part with the tooth engaged with a locking tooth is allowed to slide in the tooth trace direction of the tooth and the locking tooth, one guard part is placed on the locking tooth while the other guard part is moved to the evacuation part, and the band part can be drawn from a buckle part while the tooth is disengaged from the locking tooth.
