The capacitor device 41 is equipped with sensing means 48 to 50 which sense the decrease of the electric energy accumulated in the capacitor section 42 to a predetermined value or lower under conditions of the same voltage value. Then, the deterioration of the device is judged based on the sensing result by the sensing means 48 to 50, and a set value regarding the charging/discharging is adjusted.
