To improve long-term storage properties and to allow development of early strength of a capsule element and an ordinary-temperature asphalt mixture added with this capsule element.

The capsule element consists of a sponge body including a saturated moisture-curing adhesive in its foam, and a paraffin wax coating film covering the sponge body. When the capsule elements are added to the ordinary-temperature asphalt mixture, the long-term storage properties and development of the early strength of the ordinary-temperature asphalt mixture can be achieved.
