To provide a heavy oil reforming device and a solvent deasphalting device for maximizing a conversion ratio of conversion from heavy oil to fuel without using any expensive catalyst or hydrogen.
The solvent deasphalting device is provided with a reaction vessel 100 to which high-temperature high-pressure heavy oil 11a and high-temperature high-pressure water 12a are supplied, a heavy component system and a light component system respectively extracting a heavy component 16a and a light component 15a generated in the reaction vessel 100, an asphaltene separation tank 2 connected to the heavy component system to be supplied with the heavy component 16a, a solvent recovery apparatus 5 connected to the light component system to be supplied with a solvent generated from the light component 15a, and a system feeding the solvent recovered by the solvent recovery apparatus 5 to the asphaltene separation tank 2.
