Abstract:
PROBLEM TO BE SOLVED: To provide a solid fuel and a cement raw material, which are produced by using a chlorine-based resin such as poly(vinyl chloride) as a raw material and a method of producing the same. SOLUTION: In the dechlorination treatment method comprising heating and decomposing a combustible substance containing chlorine together with inorganic powder containing metal capable of forming a chloride and then separating the formed water soluble metal chloride, the combustible substance containing chlorine and the inorganic powder mentioned above are reacted at 300 to 800 deg.C under a low oxygen atmosphere, then after washing and removing the formed water soluble metal chloride, the inorganic powder is recovered and used as a portion of the cement raw material.
