PURPOSE: To always keep the latest circulation route in the transmission record of a transmitter by substituting the circulation route in the transmission record the transmitter with the changed circulation route at the time of changing the circulation route.

CONSTITUTION: A user Ml designates the circulation route passing users W2 and W3 and transmits a circulation mail. A mail server S1 of the transmission source generates management information including the circulation route and distributes this management information and the mail text to a mail server S2. After the user W2 circulates them to the user W3, the user W3 adds a user W4 as the next destination. A mail server S3 substitutes the circulation route with the changed circulation route and transmits a special mail for the circulation route change request to the mail server S1 of the transmission source. The mail server S1 of the transmission source receives this special mail to substitute the circulation route in the transmission record with the changed circulation route.
