CONSTITUTION: A toll number table which can store plural toll numbers of a relevant area is included in a RAM 3 as a treatment table where the area identification information is previously set for an area where the substitute reception is approved despite expiration of the term of validity. Then it is judged at a POS terminal whether the term of validity is expired for payment in response to the input of the bar code of a 3rd stage. If expired, it is automatically judged whether the toll number that is inputted as the data on the bar code of a 2nd stage is set on the toll number table. If set, the substitute reception register processing is carried out and a claimed amount of money is displayed on a display unit 16. Thus a clerk receives the due payment from a customer and gives a receipt to the customer.
