Cumulative points for every customer, which are cumulatively stored in the point file 23P of a RAM 23, are shifted to and stored in a carry- over point file 23E as a carry-over point when a valid period elapses, the cumulative points cumulatively stored in the point file is erased after being shifted and stored, and also the carry-over points for every customer, which are stored in the carry-over point file, are erased when a carry-over period elapses. When service is returned during a carry-over period, return points are substrate from the carry-over points which are stored in the carry-over point file, but this time point is cumulatively stored in the point file.
