This invention has a storage means that stores an address corresponding to the channel identification information of a broadcast signal, a time creation means that creates the first time from the inherent information that the system has, a receiving means that receives from a terminal the channel identification information of the broadcast signal selected by the terminal, a first transmission means that converts the channel identification information to an address to transmit it to a network connected with a broadcast server using the storage means, a transmission means that sends the broadcast signal regarding the channel identification information from the network to the terminal, and a second transmission means that transmits the channel identification information to the viewing listening information receiving server. After the transmission means detects the broadcast signal transmission, the second transmission means starts timing and sends the channel selective information after the first time elapses.
