An allocation part 112 regulates a plurality of sub-channels multiplexed by frequency division and symmetrically allocates two or more sub-channels to at least one terminal apparatus in each of a downstream line and an upstream line. The allocation part 112 includes discontinuous sub-channels in each of the downstream line and the upstream line. A modulation part 103 and a transmission part 102 transmit a multi-carrier signal to the terminal apparatus. A receiving part 104 and a demodulation part 105 receive a single carrier signal from the terminal apparatus. The receiving part 104 and the demodulation part 105 use at least one continuous sub-channel out of two or more sub-channels in the upstream line while switching the sub-channels.
