Screw holding parts 9, etc., are provided to be easily cut on the respective upper fixed blades 16, 16 of an upper cover 6 of the control device 1, and a ring body 15 is provided on each of the screw holding parts 9, etc. The screw holding parts 9, etc., are screwed one by one alternately right and left, one at a time, on screw engagement bodies 20, 20 of lower fixed blades 17, 17 of a lower cover 5 by a screw 13 penetrating through the ring bodies 15, thereby assembling the upper cover 6 and the lower cover 5 to each other. The ring bodies 15 utilize a one-way clutch mechanism, and in the case of rotating the screw 13 clockwise, the ring bodies permit rotation of the screw 13, and in the case of rotating the screw 13 counter-clockwise, the ring bodies press two or more built-in needles thereof to the shaft part of the screw 13 to thereby regulate the rotation of the screw 13.
