To provide a guide robot that appropriately serves visitors.SOLUTION: A control device for controlling a robot capable of self-propelling in a facility comprises: visitor identifying means for identifying a position of a visitor in the facility; robot identifying means for identifying a position of the robot; instruction means for instructing the robot positioned in a predetermined range near the visitor to capture an image of the visitor; estimation means for estimating an emotion of the visitor on the basis of the image captured by the robot; and control means for controlling whether the robot stays within the predetermined range or moves out of the predetermined range in accordance with the emotion of the visitor.SELECTED DRAWING: Figure 1
