When a steering torque value T detected by a steering torque sensor exceeds, e.g. a set value T0 which specifies a dead zone, a steering condition is recognized and current feedback control is performed according to the steering torque value T detected, vehicle velocity V, motor rotation speed ω, and the actual current value (i) detected. When the steering torque value T detected is not greater than the set value T0 and the motor rotation speed ωis not smaller than a set value ω0, then a steering returning operation is recognized and a predetermined motor application voltage VM corresponding to the vehicle velocity V is calculated to subject a steering assisting motor to open-loop control according to the voltage VM calculated.
