To provide a carrier detection device capable of accurately determining the presence or absence of a carrier, and to provide a carrier detection system comprising the same, carrier detection method, and carrier detection program.SOLUTION: A conveyance state detection device 10 disclosed herein is a device for detecting a carrier 30 being conveyed by a forklift 20 with a load 31 mounted thereon, and comprises a distance measurement unit 14 and a control unit 13. The distance measurement unit 14 measures distance to a target object according to the amount of reflection of light irradiated to the target object by an illumination unit 11. The control unit 13 determines whether the target object is the carrier 30 or not on the basis of the distance to the target object measured by the distance measurement unit 14.SELECTED DRAWING: Figure 3
