This hair cosmetic is obtained by using both one or more kinds of chitosan, a partially deacetylated chitin and their salts and a dried product of seawater. Salts of one or more kinds of chitosan, the partially deacetylated chitin and their salts and an organic acid are preferable as the salts of chitosan and the partially deacetylated chitin. The dried product of seawater is preferably selected from salt and bittern obtained by treating seawater using a reverse osmosis membrane formed from a polyamide-based composite membrane to give brine water and concentrating the brine water under heating at 109-114°C.
