Abstract:

PROBLEM TO BE SOLVED: To reduce quantization error without increasing data amount by allowing an inverse quantization means to apply inverse quantization to data in a quantization step of a size different from the case at quantization.
SOLUTION: An area 1 indicates a range that quantization error is smaller for inverse quantization by inverse quantization processing in a smaller quantization step, and an area 2 denotes a range that quantization error is smaller for inverse quantization by conventional inverse quantization processing conversely. When input data are almost smaller than data Q like a conversion coefficient with respect to a difference image, it is possible to reduce the quantization error as a whole by the inverse quantization processing in a smaller quantization step. That is, with respect to data where distribution is concentrated to smaller levels, data are decoded by using the smaller quantization step so as to reduce a quantization error without increasing a generated bit number.
