"A search algorithm is repeated, a predetermined combination of change of a plurality of rod types conducted simultaneously for each of N bundle groups is evaluated by utilizing the produced response surface and allowable fuel bundle design fulfilling the user definition target conditions for each of N bundle groups" (500) can be determined.
