SOLUTION: In a dedicated port service method to be provided in a using method specifying an opposite party such as a dedicated line, there is provided a file sharing service or a file transfer communication service in which a port number 80 of both ends of a system including a server 4, an IP network 3 and a plurality of information communication terminals 5, 6 is designated, and the priority control or the band guarantee is performed with respect to the communication via the port number 80 in the dedicated line using the port.
