An air discharging pipe 16 is branched from an air feeding pipe 12 arranged in a tank. Discharging ports 18 are formed at an intermediate circumferential part of the air discharging pipe 16 for every 90 degrees in a circumferential direction. In addition, a base end 19a of a flexible hose 19 is inserted into and fitted to the air discharging pipe 16, its end part is fastened to and press contacted to the air discharging pipe 16 with a hose band 20, thereby the discharging port 18 is covered by the base end 19a of the flexible hose 19.
