Abstract:
To perform bit rate conversion with a little arithmetic quantity.
The bit rate conversion is performed in a frequency area and mental hearing analysis is unnecessitated by diverting various kinds of information contained in a bit stream before the bit rate conversion so that the arithmetic quantity can be reduced. Besides, by changing a quantized value before inverse quantization or inversely quantized value after the inverse quantization so that a frequency area signal to be inputted to a quantizing means can not contain a large number of the same values, the fine control of a bit rate is facilitated.
