In this way, each powder particle passes through the expanded diameter part 2 while it repeats the collision with the surface of the vibrator 3 which is a charged body and the inner wall surface of the expanded diameter part 2, and at this time, it is charged by contact with the surface of the vibrator 3 and the inner wall surface of the expanded diameter part 2.
