When powder is conveyed in the direction of the arrow into a conveying pipe 1 by using conveying air and, on the other hand, driving voltage is applied to a vibrator 3 from the outside to vibrate the surface of the vibrator 3, the powder is scattered by the vibrator 3 around the vibrator 3 on passing through an expanded diameter part 2 and also it receives vibration force from the surface of the vibrator 3. In this way, each powder particle passes through the expanded diameter part 2 while it repeats the collision with the surface of the vibrator 3 which is a charged body and the inner wall surface of the expanded diameter part 2, and at this time, it is charged by contact with the surface of the vibrator 3 and the inner wall surface of the expanded diameter part 2.
