To provide a device for semi-automatically splicing and continuously delivering a roll paper which is capable of delivering and feeding a long paper without interruption while automatically changing the roll paper, installed in an installation area much smaller than a conventional value when delivering and feeding the long paper from a plurality of roll papers of the same number as the conventional value, and capable of preventing any expansion/contraction of the long paper from the roll paper when the long paper is delivered and fed to a cutter side.

The device for semi-automatically splicing and continuously delivering the roll paper comprises a holding means 2 for rotatably holding roll papers 8a, 8b, a conveying means 3 for conveying the paper delivered from the roll paper 8a, a roll paper moving means 4 for moving the roll paper 8a having residual paper to a predetermined part, an elevating/lowering means 5 for transferring the second roll paper 8b by the holding means 2 to an attachable/detachable position, a pasting roll 7 which is abutted on the paper delivered from the first roll 8a to paste the paper on an adhesive surface in a vicinity of a fore end of the second roll paper 8b, and a cutter 6 for cutting a portion behind the adhered part of the first roll paper 8a.
