PURPOSE: To ensure that an organic chlorine compound does not generate without the use of active carbon by making an untreated water flow direction the same as a direction where ozonized air becomes afloat in the untreated air and providing a parallel flow ozone reaction part for allowing the untreated water to come into contact with the ozonized air.
CONSTITUTION: A parallel flow ozone reaction part 1 as one of the components of the objective device works to allow an untreated water to come into contact with an ozonized air by making an untreated water 4 flow direction the same as a direction where the ozonized air becomes afloat in the untreated water. In addition, an ozone radical reaction part 2 which accelerates an oxidation reaction at high efficiency by using at least one of a hydrogen peroxide injection part 2A, an ultraviolet lamp 2B, an ultrasonic generator 2C or a catalyst 2D is provided in the downstream side of the ozone reaction part 1.
