A dam to restrict the quantity of loaded and carried powder is provided on an endless belt 28 traveling continuously for carrying the powder accommodated in the hopper 32 through the opening on the discharge side of itself, and a suction part 44 is arranged, to be positioned within the width of a band body, right above the band body being formed in band shape out of the powder on the belt 28 by this dam.
