To provide an electrifying roller in which a roller surface layer contains a conductive agent hardly being affected by environments such as temperature and humidity and excellent in dispersion property, and which is less in environmental change and high in resistance uniformity.

In the electrophotographic apparatus, the electrifying roller for electrifying the image forming body has a conductive core shaft 1, a conductive layer 2 and one or more coating layers 3 around the core shaft 1. The surface layer contains fine particles of titanium oxide comprising, as the main component, TiO2 component and Ti(OR)m(OH)n component, wherein R represents a hydrocarbon radical, m and n each represent an integer of 0 to 4, and m+n is four.
