The belt holder 20 is to be attached under the floor of a vehicle and supports the belt member 10 which can be pulled out. The belt winding member 40 is rotatably attached at the belt holder 20 to wind up the belt member 10. The energizing member is attached at the belt winding member 40 and energizes the belt member 10 in the direction of drawing in the belt. The belt stopper is attached rotatably at the belt holder 20 and made to abut of the belt member 10. The release member is attached to the floor of the vehicle so that it can be taken in/out, and moves the belt stopper in the direction of separating the stopper from the belt member 10. And the tightening member is attached to the rotation shaft of the winding member 40 and can further tighten the left and right belt members 10 at the same time.
