This flat electric heater 1 stores a heater element 4 via an inorganic electric insulating material 3 in an outer tube body 2, and a heat insulating material 5 is arranged between the heater element 4 and the outer tube body 2 at the position on the opposite side to the face of the outer tube body 2 facing the heated section. The outer tube body 2 is made of a flat metal tube molded into a cross sectional shape with the width W made larger than the thickness T, i.e., W>T. The heated section is heated by the heat conduction from the wide-width face of the outer tube body 2, thus its heat conduction efficiency is better than that of the conventional round electric heater, and its thermal diffusion is made very fast. The outer tube body 2 is kept in contact or nearly in contact with the heated section in a nearly planar state, thus uniform heat can be fed to the heated section in a wide range. Thermal propagation to one side of the wide-width face of the outer tube body 2 is blocked by the heat insulating material 5, thus the heat of the electric heater 1 is effectively applied to the heated section, and heat utilization factor is increased.
