This urethane has ≤9,000 (number-average) molecular weight and a branched structure, may be cross-linked and is formed from (A) an aliphatic polyisocyanate, etc., having >2 NCO functional value, (B) a bifunctional hydrogenated monomer represented by the formula X0-(CR1AR2A)b-Y0 (R1A and R2A are each H or a 1-10C aliphatic; b is 1-20; X0 is OH or SH; Y0 is an anionic or a cationic salt-forming functional group or the like), (C) a bifinctional hydroxyl(per)fluoropolyesther (PFPE) having 400-3,000 molecular weight, (D) a monofunctional PFPE having 300-1,000 molecular weight and optionally (E) a hydrogenated monomer capable of inserting a cross-linkage-forming chemical functional group and represented by the above formula (Y0 is the formula or the like) and (F) 2-butanone oxime or the like.
