This form creating method comprises a step for registering a form layout defining file recording a corresponding output item name on a display part of an output item on the form, a step for retrieving a database on the basis of form output instruction and outputting an intermediate file recording the output item name of the form on which the output is instructed, and the data relating to the output item in a state of being corresponded to each other, and a step for reading out the output item name recorded on the intermediate file, searching whether the corresponding output item name is recorded in the form layout defining file or not for every read-out output item name, and reading out the data corresponding to the output item name from the intermediate file to record the same on the corresponding display part of the form layout definition, when the output item name is recorded, to create the form.
