The ground ATC device comprises a transmission carrier wave generation apparatus 1 used for an ATC signal and generating a transmission carrier wave, a standby signal wave generation apparatus 2 used when the ATC signal is not transmitted and generating a standby signal wave, a switcher 3 switching two inputs according to an ATC logic control signal, a modulation signal generation apparatus 4 generating an information-modulated digital signal as the ATC signal, a modulator 5 frequency modulating the output of the switcher 3 by the digital signal generated by the modulation signal generation apparatus 4, an amplifier 6 power amplifying an output of the modulator 5, and a filter 7 removing unnecessary frequency ingredients included in an output of the amplifier 6.
