PURPOSE: To allow brushing while catching hair between both bristles and uniform application of medicine by providing a pair of blocks with bristles, which are pivoted at the end parts of handles, allowing the bristles of each block to mesh with each other, and stoppers for preventing mutual interference of blocks when coming close to each other.

CONSTITUTION: Handles 14, 24 are joined and pivoted in such a way that blocks 1, 2 with bristles 4, 4a face each other. When the blocks 1, 2 come together, the bristles 4, 4a catch hair while meshing with each other. The handles 14, 24 are joined and biased to open by a torsion spring 31 attached to the bosses 11, 21 at the ends of the handles 14, 24. Moreover, opening angle controlling pieces 12, 22 and stopper protruding parts 15 for preventing mutual interference of the blocks 1, 2 when coming together are provided at the end parts of handles 14, 24.
