The device is configured such that if a controller 101 determines that a vehicle body is jacked up with an outrigger 10, a solenoid 38a is excited to switch an electromagnetic valve 38 to a switching position a when an operation lever 26 is in a neutral position. Thereby, as pilot pressure from a pilot pipe line 32 is applied to an operated check valve 12b, outflow of pressure oil from a rod chamber 11b is permitted. Accordingly, even if a work load fluctuates and pressure oil flows into a bottom chamber 11a, pressure oil flows out from the rod chamber 11b, and even if pressure oil flows into the rod chamber 11b, pressure oil having flowed into the rod chamber 11b can be flowed out, so that pressure in each oil chamber does not rise gradually.
