To prevent a wage difference between successive places in a quene by storing the same time data as time data stored in the storage part of a 1st IC card in the storage part of a 2nd IC card when the difference between the insertion time of the 1st IC card and the insertion time of the 2nd IC card is less than a specific time.

A control program is stored in an EEPROM of an IC card device 1 and when the difference between the insertion time of the 1st IC card 31 and the insertion time of the 2nd IC card 32 which is inserted right after the 1st IC card 31 is less than the specific time, the control program stores the same time data as the time data stored in the EEPROM of the IC card 31 in the EEPROM of the 2nd IC card 32. Consequently, a wage difference can be prevented from being generated with places in a queue, so a person which queues for a certain time and a person which hardly queues can be handled equally.
