The icon creation system is provided with: an icon configuring element information storage means 5 for storing icon configuring element image information and attribute information related with icon configuring element image information by associating them with each other; an icon configuring element selection information input means 6 for inputting icon configuring element selection information; an icon configuring element selection means 7 for retrieving attribute information which is the same or relevant with icon configuring element selection information input by the icon configuring element selection information input means 6, and for selecting the corresponding icon configuring element image information; and an icon synthesizing means 8 for synthesizing icons by combining the plurality of icon configuring element image information selected by the icon configuring element selection means 7.
