In the ID card issuing system, a host server 1 carrying out inquiry of an ID number records inquiry history made to correspond to the ID number, an image pickup device 2 transmitting face image data and application data records transmission history of data made to correspond to the ID number, and a filing server 3 receiving and registering the face image data and the application data records reception history of data made to correspond to the ID number and registration history of data coordinated with the ID number. The host server 1 acquires all history files and it detects errors in processes of transmission, reception and registration of data on the basis of the ID number recorded in each history file.
