PURPOSE: To enable a normal regulation of the idling engine speed properly by causing a learning value stored in a learning value calculating and storing means to be reset in relation to the operation of a feedback control inhibiting means which is caused by an idling speed regulating means.
CONSTITUTION: When a feedback control inhibiting means 6 is not put in operation, a feedback control, which is performed by a feedback controlling means 5 so that an actual idling engine speed is caused to converge on a target idling engine speed, is made in accordance with a learning value which is updated and stored in a learning value calculating and storing means 4. On the other hand, when the feedback control inhibiting means 6 is put in operation by an idling ending speed regulating means 7, such control is made by the idling engine speed regulating means 7 so that an actual idling engine speed is caused to agree with a target idling engine speed. Hereupon, a learning value is reset by a learning value resetting means 8. Thereby, an error in the learning value is prevented from exerting an adverse effect upon the regulation of the idling engine speed.
